Job Purpose

The Consultation Coordinator is responsible for managing incoming project applications from proponents in a variety of sectors on and off reserve with the ultimate goal of upholding ECN’s Treaty and Inherent rights. The Coordinator acts as a resource and a link on matters of consultation between the department’s Executive Director, Division Leads, Leadership, Elders/Knowledge Keepers, and project proponents/the Crown. They are responsible for informing the Nation’s elected officials of related findings and making recommendations in the best interests of the future on the Nation. The Consultation Coordinator has a working knowledge of processes involving the gathering and evaluation of information as it related to potential project impacts on the environment and traditional ways of life (involves office work and field work), developing and maintaining relationships with proponents and provincially/federally elected officials, and the dissemination of findings/recommendations through verbal and visual presentation. The Consultation Coordinator drafts correspondence to the regulators and industry within the specified timelines in accordance with Enoch Cree Nation Consultation policy and relevant legislation. Manages and coordinates third party consultants to assess the environmental, social, economic, and cultural impacts of a proposed project(s) within the ECN traditional territory. Participate in meetings, forums, conferences, or hearings related to the regulatory process. Coordinator required site visits and inspections to assess impacts and develops appropriate mitigation strategies. Coordinates with third parties and Nation members to facilitate field work as required. Establishes and maintains relationships with Elders and traditional knowledge holders; establishes working relationships with industry proponents. Maintain a comprehensive database of all incoming consultation requests, documentation, and contact information for external Government and Industry agencies. Represents the department at project meetings, aboriginal forums, band meetings, confederacy meetings, and other gatherings related to consultation. Provides advice and recommendations to Chief and Council on the consultation related issues of major importance. Work with consultants and specialized professionals to review and/or complete impact studies, impact benefit studies, and ensure environmental protection. Attend training, conferences, and workshops pertaining to consultation and accommodation. Provide input to and help maintain natural resources information systems and promote awareness of traditional resource management and protection. Prepare annual work plans, quarterly activity reports, and an annual report. Submit cheque requisitions, collect payments for invoices, and coordinators with the Finance department. Ensures deliverables for funding are submitted in a complete and timely fashion. Maintains the professionalism and integrity of the department.

Education, Experience and Requirements

• Required to sign the Confidentiality Agreement during Orientation. Have a clear Criminal Record Check and Child Intervention Check.
• Indigenous ancestry and cultural competency will be considered an asset. Demonstrated knowledge of both legislative and traditional definitions and expectations of consultation, accommodation, mitigation, and remediation.
• Efficiency in accurate and thorough record keeping and the maintenance of ongoing files. Considerable knowledge of, and demonstrated skills in, developing and implementing strategic communications, intergovernmental, stakeholder, and advocacy plans that ensure Enoch Cree Nation rights, as well as traditional uses, are respected in all matters regarding land and natural resource management on our reserve and traditional lands.
• Proven ability to take initiative, plan, organize, set goals and outcomes, create processes, accomplish and measure objective and results.
• Demonstrated skill in establishing and maintaining good working relationships with a wide spectrum of internal and external groups and partners both during day-to-day business and in exceptional situations that may be controversial, stressful and highly dynamic.
• Excellent interpersonal skills and patience to deal tactfully with staff, elected officials and the public; a proven ability to exercise sound judgement and discretion; demonstrated ability to work well in a team environment under tight deadlines and constant change; and an ability to handle numerous projects simultaneously with minimal supervision.
• Ability to work independently and as an effective member of a team; to interact well with other employees, officials and the public; and to complete assignments in a high pressure, time-sensitive environment using sound professional techniques and independent judgement within the parameters of this position.
• Proficient verbal and written skills including preparation of reports and presentation of reports or other information to Council, committees, Elders, and proponents.
• Project management, communication, facilitation and public participation skills.
• Must possess a strong desire to absorb new information; to advance personal education and skills; and to improve existing knowledge and skills. Demonstrated understanding of Enoch Cree Nation’s polices will be an asset.
• General computer experience (typing, internet research). MS Office software (Word, Excel, Outlook). Presentation software (PowerPoint). Experience with data processing (the collection and manipulation of sets of data to produce meaningful information), GIS competency is a highly desirable asset.
• Diploma or degree in a related field.
• Minimum of four years demonstrated experience working with First Nations communities.

• Combination of education and experience will be considered.

Working Conditions

Required to work a total of 40 hours a week, at the Enoch Cree Nation Consultation Department, while adhering to the Enoch Cree Nation Human Resources Policy & Procedure Manual.
